Kāneʻohe is the Windward side's population center — separated from Honolulu by the Ko'olau Mountains and connected by the Pali Highway. The food culture is quieter than Honolulu's but just as deep.
Koolau Drive Inn and the other spots on this list are neighborhood institutions that Windward residents have been eating at for decades. The drive across the Pali is worth it.
